I am not familar with 中储, but it should be not the same.  VMI's KEY concept is to let VENDOR to manage YOUR inventory.  I think less than 0.5% of Chinese companies would like other another company to do that.  

So... VMI is a high level co-opearation between customers and suppliers base on highly trust.

Vendor needs to put some efforts (investment) to manage customers' inventory.  So it is not all vendors can do it.  They need someone to reveive your inventory and sales data, need to have one forecast system to get the forecast order, send it back to you for information...
