It seems you are talking about some subjective things.  There are thousands of suppliers out there, why stick to this supplier?  Maybe the price is cheaper.  Then it is a balance, low price comes with low(unstable) quality and it is your choice.

If that is the case, you need to have a very clear contract with that supplier for this issue.  For example, defect rate > 10%, the supplier needs to give 20% discount,; >15%, 30% discount, ... General speaking, clear contract terms and punishment.  It is a common businee rule.

And if you have time, you can give them some advices to stablize the quality,  ...  Good idea to build trust and partnership.
