php shell_excute failure???

it is ok in mysql +php codes.
shell_excute(c:\b.pl)    is successful.

but now i have changed these codes to php+sqlserver2005 (databases have changed)
now shell_excute(c:\b.pl)    is failure.
how to solve it    (configurate?)
