Date time problem in OC4J and C#

A problem i met when i use a C#-coded client to connect web-service on OC4J

A datetime in xml as "2007-12-19T07:23:48.480Z" sent to C# would be recognized as "Wed Dec 19 07:23:48 GMT 2007 480milliseconds"
This same datetime parse into xml by C# would be "2007-12-19T07:23:48.48Z", when transferred to oc4j it would be parsed as "Wed Dec 19 07:23:48 GMT 2007 48milliseconds".

Does any expert here know the rootcause of the problem?
