Locking related to referential integrity keeps changing from version to version. Generally, later versions impose less locking, especially 11g. But sometimes some extra locks are *added* in new versions to fix bugs.
The best is to test in your own version, or read Metalink notes. Documentation on this topic is usually incomplete or incorrect. Non-official answers from 大师 may be outdated.
