AWR是需要付费买授权的，一些比较正规的公司会主动关闭AWR

NONE

注：另一臺測試庫control_management_pack_access的值也為none，但AWR沒問題。
SQL> show parameter control_management_pack_access;

NAME                                 TYPE
------------------------------------ ----------------------

------------------------------
control_management_pack_access       string
none

To solve this issue, please follow up the below steps:

1. Set CONTROL_MANAGEMENT_PACK_ACCESS=DIAGNOSTIC+TUNING.
This is the default value.

2. Then generate the new snapshots to be able of generating the new AWR reports based on them.
