I did further research about your request.
But unfortunately,there is no proper public API for you to realize your requirement.
If you are looking for a way to create Purchase orders without having to use the A
utocreate or Create PO workflow.. Purchasing
provides the Purchasing Open Interface tables and Import Standard Purchase Orders process.
If you are have already loaded the interface tables with all the required data ,then you need to run t
he Import Standard Purchase Orders concurrent program.
.. In addition if you have Blanket or Quote information populated in the Purchasing Open interface table
s, then you run the Import Price Catalog concurrent program.

写pr interface通过设定
PO_ASL_ATTRIBUTES 中release_generation_method='CREATE_AND_APPROVE'
再产生pr 同时产生已APPROVE po

需要提交系统的下面2个报表
Requisition Import
Create Releases
