I doubt it. You would get ORA-1000 in that case. ORA-1000 is "maximum open cursors exceeded".

Only when open cursor number reach the setting you will see ORA error.
When it is close to the setting, statspack report (even get snapshot) become extremely slow.

I think you're saying when the session has too many cursors, its performance drops. That may be true. But that's independent of your open_cursors setting. That is, even if you have open_cursors set to a very high number, performance still drops when you have too many cursors but not nearly as close to open_cursors.
