1. Since you have got EMC disks, sure you need SRDF.
2. For you are a comm service provider, you can take advantage of local DWDM (within your coverage) for free.
3. You need to consider other conditions as building structure, power supply, facilities which should better make good for you.
4. DO NOT and NEVER limit you solution to or rely on specific machines, dbms techniques and application tricks which might be change or upgrade or superceded as the time going, and might cause unneccessary costs.
