SQL trace 发现问题，应该如何解决？？？

[B]Since the explain plan result  did not show the COST, so it uses RBO and just lists the excuting path.  When using CBO, the plan result will show the cost, and you could try different SQL statements to comapre the cost. [/B]

but how can you explain the result that I paste above:

the column 'COST' have values. despite i use the RBO
