把 voting disk 和ocr disk 上的内容用dd 抹掉再装

Please check where you are hitting the Bug 4679769 - “FAILED TO FORMAT OCR DISK USING EMC POWERPATH” clusterware’s root.sh to fail during the format of the quorum devices.

提示权限的错误是正常报警
但是下面的错误是因为9i的rac没有清理干净造成的
