没有要求，起码readme上没有说有要求

To install patches, complete the following steps:

Download and extract the ARU patch file available under Patch 28689165 to a directory of your choice.

Unzip patch file downloaded. An example is as follows:

Verify the structure of the contents of the Combo Patch. The top-level directory contains this README document and some sub-directories in the following layout:

1.1 About the Combo Patch
From CPUJan2016 onwards, the 5th digit of the version number will be changed to reflect the release date in the format YYMMDD. See My Oracle Support Document 2061926.1 for more information.

This is a convenience patch that includes both the Oracle JavaVM Component 11.2.0.4.181016 Database PSU patch and the Database Patch Set Update 11.2.0.4.181016 Database PSU (OCT2018) patch and can be downloaded via a single zip from My Oracle Support.

The Patch contains the following list of patches:

Patch 28204707 - Database Patch Set Update 11.2.0.4.181016 Database PSU (OCT2018) --> RAC-Rolling Installable

Patch 28440700 - Oracle JavaVM Component 11.2.0.4.181016 Database PSU --> Non RAC-Rolling Installable

其实是有要求的，必须先PSU，再安装对应的OJVM。

如果反过来OJVM打上了也会报错，而且很难修复（老版本）
新版本做检测了，不打上PSU，是不能安装对应的OJVM的。

你说的新版本，是从哪个版本开始？
