There is a chance to make a choice between a BMW sports car and a tractor.

What is your 'first choice' ?

Sure, you may choose the tractor because you wanna drive in the countryside. That's your 'final choice', however is not most people's 'fist choice' because people are not told they will drive in the countryside.

迁移方案是跟数据量大小、操作系统、数据存储、应用类型都有一定的相关性，在没有搞清楚具体情况前，不好说那种方式是最优的，或者是不能被考虑的。

My fault, I should use Chinese here. However, I do not have permission to change 'Input language' on current workstation.

Anyway, I do not think the following sentence is an absolute-expression (绝对的) statement:
"It depends on your downtime requirement and application logic"
