That's understandable. In addition, if there're faster CPU's that can be installed on your servers, replace with faster CPU's.

CPU's are not the only hardware components that make your applications run faster. Consider adding more memory and increasing db_cache_size. Buy more disks to form RAID 10. None of these raise Oracle license cost.

If you like very new technology, consider solid state disks and put online logfiles on them.

You see, the problem is the license model that is based on *number* of CPU's. If the number matters and nothing else matters, of course you want to consider anything other than number of CPUs, such as speed of CPU, size of memory, etc. My point is that there're multiple ways to enhance hardware. Number of CPU's is only one.
