This is a bug,in R12 oracle does not support deriving future date GL account at the payment document level.
In R12 we can define future date GL account  at the Bank account level, Financial Options and Supplier site level.
In the Payables Options Bills Payable Account Source 'from payment document' should be renamed to 'From Bank Account'
