Costing Organization居然等于item master organization

对于costing organization：oracle允许的情况1. 物料主组织 2. 组织自身。
控制点为：
If the Costing method of the organization is standard and master
organization is different from the organization and costing method of the
master organization is standard and control level for item attribute
'MTL_SYSTEM_ITEMS.INVENTORY_ASSET_FLAG' is master level then costing
organization will be set to same as the master organization.

In all other cases it will be set as the organization itself.
