Thanks for the test. I don't know why Oracle support asked you to try the instant client. I found the bug report:
Bug 3101294 (SELECT FAILOVER INCLUDING FIXED TABLES FAILS WITH ORA-25401)
NOTE:272530.1 (TAF Failover Gives Error ORA-25401)

Oracle actually thinks this is expected behavior. Both long raw and long data, as well as x$ fixed tables, have this problem. There's no workaround, or ask Oracle support if there is one now.
